HIP V. HYPE has been engaged by the Government Architect NSW and the Department of Climate Change, Energy, Environment and Water to inform a review of water standards under the State Environmental Planning Policy (SEPP) (Sustainable Buildings) 2022.
As part of the policy’s first scheduled review, this project investigates the case for strengthening water efficiency requirements and expanding their application across a wider range of non-residential development types.

Context
The report draws on desktop research, quantitative analysis, predictive modelling and engagement with key data holders. It assesses current policy settings, planning documentation, market readiness and sector performance across an expanded set of typologies.
Recommendations include a staged policy pathway to 2031, supported by improved disclosure, enhanced benchmarks, and complementary non-regulatory actions.
This work provides the evidence base to guide future policy reform and ensure that new buildings in NSW are water-efficient and climate-resilient.
